One of the easiest ways to change the color of the hair is by painting it with color.

Select a soft brush, as it will make the color look less intense. Select the Eraser Tool in the Tools palette, then double-click the brush preset to make the Brush Settings visible. Play with the strength of the eraser tip by dragging the Diameter slider. Smaller and softer brush tips will make it easier to erase very close to the skin. Then, use the Color Balance tool to adjust the colors. Try playing with color sliders by adjusting them just a little bit. Once you are happy with the tones, the picture is ready.

However, you can still experiment with the picture by changing the hair color using the Hue and Saturation tool and adding other effects, such as Light Leak.
